Goal:

Encrypted internal communication between parts of Satellite (Satellite services), like database and Capsule, uses PQC certs.

Acceptance Criteria:

Any encrypted communication between Satellite services uses ML-DSA in PKI operations (notably identity verification in TLS and mutual TLS).
