WIth the retiring of Hosts-Content, there is a good opportunity to to something we've talked about for a while - moving bootc tests to their own component, owned by Team Artemis. 

AC: A new "Image Mode" component is created, and all current bootc tests are moved there.

AC: All stakeholders for this outside the team agree, and make the necessary changes to enable this to run in our pipeline.

AC: The new component is run, and TFA is done on it. Fixes are in place, or a subsequent JIRA is filed.
