Description of problem:

When setting "Any location" on the location dropdown menu, accessing either Remediations or Vulnerabilities menu will lead to an error.

How reproducible:

Always.

Is this issue a regression from an earlier version:

Yes. In the 6.17 implementation of Recommendations, a list of all the hosts and recommendations would appear even when the location was set to "Any location"

Steps to Reproduce:

1. Configure IoP on a Satellite 6.18 system

2. Register systems on several different locations

3. Change the location to "Any location" and visit either the Remediations or Vulnerabilities menu

Actual behavior:
An error message appears.

Expected behavior:
The whole list of systems (without any location filtering) should appear to check what Recommendations or Vulnerabilities apply to them.

Business Impact / Additional info:

Customers are used to have a global view of all their systems using the "Any location" view that can select to apply different features.
