The Change Hostgroup modal makes an API request to retrieve the list of available hostgroups. While this request is pending, the hostgroup dropdown does not show. This is bad user experience. It should show a skeleton or some indication that it is loading.

• New ALl Hosts => Select host => Change hostgroup
• No hostgroups dropdown in the modal
• Save not disabled in the modal
• May need 100s of hostgroups. Alternatively in chrome there is a network throttling feature and we can use that to slow down the network.
