Description of problem:
When Trying to Add Certain Custom Repository Set to an Activation Key, the UI errors with:

Content label(s) "" were not found in the Organization

 
The issue is present in different organizations. The exact cause of the issue is not yet known.

There are entries in the katello_contents table that have the same label and organization_id. The corresponding entries for them in the katello_product_contents table arel all missing except for one. Once the entries in the katello_contents table with missing katello_product_contents entries are removed, the error gets resolved.
