Steps to Reproduce:

1. Prepare Satellite 6.18.0 on IPv6 to enable IOP

2. Login to image registry

3. Run satellite-installer to enable IOP

Actual behavior:
Installer fails when podman tries to pull images, due to lack to communication to the internet from IPv6 enabled Sat
