      Corrected power operations on hosts in Redfish BMC provider::
      Previously, power operations were implemented in the Redfish provider of the baseboard management controller (BMC) as follows:

      * Cycle – implemented incorrectly
      * Reboot – not implemented
      * Reset – not implemented

      As a consequence, users experienced host shutdown instead of cycle and could not use host reboot or reset.
      This release fixes implementation of all three operations.
      As a result, BMC operations work correctly on the Redfish provider.

      Description of problem:

      If you press "reboot" button under the BMC-> Power management, it actually shuts down the machine instead of rebooting it. In addition, "reset" will powercycle it.

      Always

      Is this issue a regression from an earlier version:

      No 

      Steps to Reproduce:

      1. Set up the BMC feature on a Smart Proxy
      2. Assign the BMC proxy to a subnet
      3. Ensure a host with exists with a BMC interface on the subnet with a BMC proxy
      4. Go to a host and run the power operation

      Actual behavior:

      • Reboot acts as a shutdown
      • Powercycle is not implemented for Redfish

      Expected behavior:

      • Reboot should reboot
      • Powercycle is implemented in Redfish

      Business Impact / Additional info:

      Upstream patches were submitted for this very old bug.
