1. On the Host Details page, the 'Recommendations' tab has logic to show or not show depending on whether the host is a RHEL host.
2. The IoP Recommendations tab is shown for registered RHEL hosts which return 
   response?.insights_attributes?t in the API response. Otherwise, the non-IoP Recommendations tab is shown.

3. For non-registered RHEL hosts, this means that the non-IoP Recommendations tab is incorrectly shown on IoP systems for some hosts, notably the Satellite host itself.

Expected:

The check should be consistent and based on actual IoP configuration rather than the presence of an insights facet.
