Even when logged in with an admin account, actions on Advisor recommendations within the Satellite Server UI are not functioning. Clicking on actions says, "You do not have the required advisor permissions to perform this action."

Impact:
Admins are unable to disable the advisor recommendations, which they do not want for their clients connected with the satellite server.

Expected Behavior:
Admin users should be able to disable the recommendation if they want to.

Steps to Reproduce:

Log in to Satellite WebUI --> Red Hat LightSpeed --> Recommendations --> Click on any recommendations --> Try to click on Actions
