Description of problem:

Content > Subscriptions page gets stuck in loading state if the user belongs to the org, but doesn't have explicit permissions to view it.

Steps to Reproduce:
1. Have orgs A and B

2. Have a user

3. Assign user to both orgs

4. Create a role granting manage_subscription_entitlements, view_subscriptions and view_organizations - make sure to edit and resave to avoid SAT-28731

5. Assign the role to org A

6. Assign the role to the user

7. Log in as the user

8. Change the org to B

8. Go to Content > Subscriptions

Actual behavior:
WebUI gets stuck in loading state

Expected behavior:
Some sort of an error saying that the user lacks the permissions to see the data needed to populate the page.
