Description

Enable Vulnerabilities tab on a host details page without requiring the Insights facet. Insights/Lightspeed Vulnerability services works without Insights Client, once Satellite provides necessary information about host's installed packages and enabled repositories. Therefore the Vulnerabilities tab on host details page should not be conditioned to have an Insights enabled for that host. It also doesn't require a host to use insights client to accurately report vulnerabilities. Always enable the tab for RHEL hosts for Satellite with enabled IoP.

Also ensure that the tab is being shown if Satellite doesn't send a report of such host, but Insights Client does.

Test Instructions

1. Ensure enabled IoP
2. Register a new host without Insights enabled
3. Ensure that Foreman reports about the host (via Yuptoo/Yupana)
4. Open Host details

Expected Results

The Vulnerabilities tab is always enabled for RHEL hosts on Satellite with enabled IoP, regardless of whether Insights is enabled for that host.

Motivation / Justification

To allow users to view vulnerability information for RHEL hosts even if they are not using the Insights client, as Satellite can provide the necessary data for vulnerability reporting.
