Description of problem:

if a user without edit settings permissions tries to edit a setting they get shown an error `»Warning! «»Error submitting data:« 403 »Forbidden«` 
Instead, the setting should not have an edit button

Is this issue a regression from an earlier version:

This was an issue before the pf5 update as well
