Description of problem:

Permissions are not currently handled on the flatpak UI. We need to hide/disable actions based on the logged in user.

How reproducible:

Always.

Is this issue a regression from an earlier version:

No

Steps to Reproduce:

1. Log in as a user with read-only permissions for flatpaks

2. You'll see actions you're not allowed to perform

3. The actions will lead to back-end errors instead of handling them on the UI.
