Description of problem:

While creating the Openstack CR we cannot enable "Allow external network as main network" via Hammer CLI and API which we can enable in the UI

2.  Check API docs

Actual behavior:
No option to enable "Allow external network as main network" when creating Openstack Compute Resource via hammer cli or API

Expected behavior:
Option present in the hammer cli and api to enable external network as main network
