Description of problem:

A while back you used to be able to find images in the Azure image gallery with the urn like gallery://Templates/RHEL/version, it looks like now it needs a full resource url in order to find them which looks like this:

/subscriptions/<subscription-id>/resourceGroups/<resource-group>/providers/Microsoft.Compute/galleries/Templates/images/Rocky/versions/1.0.0

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Spin up a VM in Azure
2. Create an image gallery
3. Capture the image and place it in an image gallery 
4. Try to find it using the old way and see that Foreman goes right away to can't find image and kicks you back to the compute resource page(which we should just error out but stay on the page like we do with other validations)

Business Impact / Additional info:

Should be an easy fix, Microsoft must have made a change on their end and we missed the memo.
