Description of problem:

Insights Recommendation with_playbook filter shows same result with any random text

How reproducible:

Is this issue a regression from an earlier version: Yes

Steps to Reproduce:

1. Web UI > Insights > Recommendation

2. Search "with_playbook  = test" or any random text value

3. Shows Recommendation with Playbook 

Actual behavior:
Insights Recommendation "with_playbook" filter shows same result with any random text or value

Expected behavior:
Insights Recommendation "with_playbook" filter shows desired result 

Business Impact / Additional info:

Also "with_playbook" filter doesn't suggested any value in search tab
