Insights Recommendation rule_id filter is not working for the suggested rules

How reproducible:

Is this issue a regression from an earlier version: Yes

Steps to Reproduce:

1. Web UI > Insights > Recommendation

2. Search any suggested rule_id, example "rule_id  =  hardening_diffie_hellman_group1_sha1_enabled|DIFFIE_HELLMAN_GROUP1_SHA1_ENABLED"

3. There are no recommendations for your hosts

Actual behavior:
Suggested "rule_id" doesn't show any results filter 

Expected behavior:
Suggested "rule_id" filter should show exact results
