Description of problem:

When running Ansible Roles on an image mode Host, any package installs will fail, as they default to using atomic-container for the package manager, instead of dnf

No

Steps to Reproduce:

1.Register an image mode host.

2.Assign some ansible role to it that will install a package when run

3.Run Ansible Roles on the host.

Actual behavior:
The job should succeed.

Expected behavior:
The job fails, as packages will fail to install.

Currently impacting OpenSCAP Remediation on image mode hosts.
