Failed to upload packages to custom repos on satellite 6.16 if I upload too many packages in once time.

Reproduce steps:

Satellite UI --> Content --> Product --> custom product --> custom repository --> browse selected packages --> click 'upload'

I do some testing in my lab.(two satellite 6.16 server)

• I uploaded more than 100(about 127) packages. It would fail to upload and generate some errors.

• I uploaded less than 100(about 88) packages. It would succeed.

• I uploaded more than 500 packages, the satellite would just display uploading and loading, but even after I waited 3,4 hours, it still did not respond.

Documentation Acceptance Criteria

• There is a 128 rpms (may be files) upload limit that needs to get documented
• Document the setting for upload time =>  'Sync task timeout' to more than 120s, (review this.)

• Add tool tip under upload button on repository details
