Problem Statement

• We only intend to run Provisioning component tests only in IPv6 job runs, but currently all on_premises provisioning components are being executed in IPv6 pipelines after https://gitlab.cee.redhat.com/satelliteqe/satellite-jenkins/-/merge_requests/1602
• Recently @desingh introduced a change in https://gitlab.cee.redhat.com/satelliteqe/satellite-jenkins/-/merge_requests/1679, where we configure component.yaml to speficy which components to run for IPv6 and dualstack, and skip based on the config in component.yaml

Solution

• Skip all on_premises provisioning components, except Provisioning component job for IPv6
• Using similar configuration as component.yaml, in miscComponent.yaml to run misc-components for IPv6 and dualstack
