Description of problem:  Under REX pull mode, the job progress gets hung in web ui and do not show anything when 'katello-pull-transport-migrate' is a part of the pkg updates.  Unable to tell if the execution is successful or not via the web UI and causing the customer to validate it via the host CLI, which is inconvenient.

Steps to Reproduce:

1. Set up REX PULL mode on the satellite and the client

2. Downgrade or upgrade 'katello-pull-transport-migrate'  via the REX on the web ui

Actual behavior:
The REX execution gets hung and will not show anything

Expected behavior:

The REX execution should not get hung and show the execution progress and restults

Business Impact / Additional info:

The customer had to check the host's CLI to validate the successful execution of their patching, which is very inconvenient.
