      Description of problem:

Issue when deploying OpenSCAP on the RHEL Content Host. Server is not set

      How reproducible:

      100%

Is this issue a regression from an earlier version:

      Not sure.

      Steps to Reproduce:

      1. Import the theforeman.foreman_scap_client role into Satellite

      2. Edit a host, assign an openscap capsule and the role from 1 to it

      3. Assign a policy to the host

      Actual behavior:
The content host should be inheriting the openscap capsule set in the content host page, but it's not, the openscap server value is empty, which will cause the content host to fail the upload. The fqdn-based ansible variable override doesn't get created.

      Expected behavior:
The fqdn-based ansible variable override gets created. The content host should inherit the openscap server value, once this is set and available when clicking on Edit on the Content Host page
