Determine if inter-satellite-sync is currently supported for Python-type repositories. Implement necessary changes to allow ISS to function. Validate this functionality and create automation to ensure future development does not break it.

After validation, submit docs tickets for removing the if-defs in our Python-type docs, which should add all Python-repo changes to the Satellite documentation (ISS, push, etc).
