Description of problem:

API `GET /katello/api/organizations/:label/download_debug_certificate` does not take an org label but a numeric id.

If org label is passed, then it errors out with: Resource organization not found by id 'org_label'.

Either the documentation could be update and/or it could, ideally, take both id and label.
