Address failures in CLI method (12+ cases)

• tests/foreman/cli/test_errata.py start_and_wait_errata_recalculate()
• ^ failing to find successful tasks: applicability generate/recalculate for host

• As well as API automation issue: provide Content-view and Environment together as CVE (3 cases)
• 5 UI Cases failing to find single applicability recalculate task, similar to cli issue above (ui/test_errata.py::test_positive_apply_for_all_hosts)

for CP to 6.16.z : most of the cli changes for waiting on recalculate tasks are not needed, will drop those. The two other cases still apply.
