Description of problem:

When provisioning a new server from Satellite (Hosts -> Create Host), the Lifecycle Environment shows 2 Library options.

How reproducible:

The issue is basically with selecting the location in the top bar. Issue occurs when an organization is selected but the location is set to 'Any location'.

Is this issue a regression from an earlier version:

 Yes

Steps to Reproduce:

When provisioning a new server from Satellite (Hosts -> Create Host), the Lifecycle Environment shows 2 Library options. Only the second Library option actually works. If select the first Library option, the deployment of my new server fails.
