Description of problem:

When creating a host without using a host group , there is not way to select the activation_key to register the host. So If it's not specify{{ kt_activation_keys}} parameter on the Parameters tab the host will not registered on Satellite. Basically there's no Activation Keys tab on the create host page.

Steps to Reproduce:

1. Prepare a Satellite setup for provisioning

2. Hosts -> All Hosts -> Create

3. There is no tab to select the Activation Key 

Actual behavior:
There's no Activation Keys tab on the create host page.

Expected behavior:
Ability to choose the AK as is already possible using the 'host group'
