Description of problem:
satellite-maintain upgrade/update fails to detect current version on capsule
Both upgrade and update on capsule fail to proceed
 

How reproducible:
deterministic @ 6.17.0  Snap 2.0
rubygem-foreman_maintain-1.10.1-1.el9sat.noarch
satellite-maintain-0.0.5-1.el9sat.noarch

Is this issue a regression from an earlier version:

Steps to Reproduce:
UPGRADE:
1. On Capsule 6.16 enable 6.17 maintenance repo

2. Run satellite-maintain upgrade check or run

# satellite-maintain upgrade check -y -w repositories-validate
Checking for new version of satellite-maintain, rubygem-foreman_maintain...
Nothing to update, can't find new version of satellite-maintain, rubygem-foreman_maintain.

There are no upgrades available.
The current version of Foreman Proxy is .
Consider using the update command.
