Description of problem:

We are unable to update the system to the latest patch (currently 6.16.2)

How reproducible:

Always reproducible

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. subscription-manager repos --enable satellite-maintenance-6.16-for-rhel-9-x86_64-rpms

2. satellite-maintain update check 

3. satellite-maintain update run

Actual behavior:

The satellite remains on 6.16.0.1

Expected behavior:
We would expect to see that after the update, the satellite has version 6.16.2

Business Impact / Additional info:

Being unable to update to the latest patch, results in an installation that does not benefit from the latest fixes.
