Description of problem:

• When trying to add new subscriptions to a manifest not all available subscriptions are shown in the UI

  Is this issue a regression from an earlier version:
• Yes
   

Steps to Reproduce:

1. Import a manifest from an organization with more than 50 different subscriptions (see account number in the RH only comment below)

2. Open Subscriptions => Add Subscriptions

Actual behavior:

• When the default of 25 items selector is used only 14 out of 93 subscriptions are shown
• When selecting 50 items only 33 out of 93 subscriptions are shown
• In both cases there is no 2nd page I can select

Expected behavior:
. The UI should show all available subscriptions
