Description of problem:

Compute Resource create form has pre-populated `provider value`as `Azure Resource Manager` whereas it should be `Choose a provider` as usual.
Even If we select `Azure Resource Manager` to create Azure CR it shows nothing related to Azure. User needs to select any other CR and then select again to display all the related CR details to fill up

Steps to Reproduce:

1. Try to create a Compute Resource

Actual behavior:
The `provider` value is pre-populated with `Azure Resource Manager` . If user wants to create a Azure CR they need to select any other CR and then reselect Azure to create AZure CR

Expected behavior:
The provider value should be `Choose a provider` as usual

Business Impact / Additional info:

The UI automation is failing because of this as the locator is missing.
