Mirrorlist to be used on Satellite, whenever LB is not an option

The customer would like to know if it's possible to create some sort of mirrorlist, pointing directly to the Capsules. The recommended approach here is load balance, but the same was asking if there is any other possible approach, for the situation where load balance is not possible/feasible.
