Description of problem:

Whenever installing satellite 6.16 with ipv6 enabled, if move on and disable ipv6, Satellite doesn't work as expected.

How reproducible:

100% in the customer environment. I didn't try this setup locally.

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Fresh rhel install, with ipv6 enabled

2. Install Satellite

3. Disable the IPV6

Actual behavior:
Satellite was failing some services

Expected behavior:
Satellite be working normally, with no issues
