Description of problem:

satellite-clone failing when restoring from 616@rhel8 to fresh install rhel9

In customer environment only

Is this issue a regression from an earlier version:

Not sure.

Steps to Reproduce:

1. In 616@rhel8, create a backup

2. Create a fresh rhel9

3. install satellite-clone, follow the steps and restore the data

Ps.: The customer mentioned that the fapolicyd here should be enable, in order to cause the issue

Actual behavior:
Some permissions issues

Expected behavior:
Restore the data with no issues
