Description of problem:

Found by automation when running negative tests against against rhel7 hosts. The  "Incompatible encoding regexp match (UTF-8 regexp with ASCII-8BIT string" message is displayed instead of the expected message

How reproducible:

Always

Is this issue a regression from an earlier version:

Automation history shows that this started happening with stream snap 86.

Steps to Reproduce:

1. run a job against rhel7 host with unprivileged effective user trying to create file in /root

Actual behavior:
the aforementioned message

Expected behavior:
Permission denied style of message

I can recreate reproducer setup if needed.
