Description of problem:

It is possible to associate a host with a CV that was not published yet (both in fake host creation via hammer, as well as registration through AK)

Is this issue a regression from an earlier version:

Fond by robottelo automation, goes back to Sat 6.14

Steps to Reproduce:

1. create a cv, don't publish it

2. create host via hammer, associate cv with it

Actual behavior:

host created with that CV assigned

Expected behavior:
Validation error
