Description of problem:

Fix invalid self-closing tags on angular pages

How reproducible:

Some pages like repo discovery are impacted since jquery3 upgrade and don't render correctly.

Is this issue a regression from an earlier version:

Yes.

Steps to Reproduce:

1. Go to repo discovery page

2. The form doesn't render correctly

3. Other pages have self closing tags. Doesn't cause issues on the rendering but correcting it regardless

Actual behavior:
