Problem Statement

Customers hit a slew of issues because they expect Satellite to be able to handle reuploading the same file (with the same checksum). This comes in different forms, like uploading to the same repo, uploading to a different repo, having varying naming, and also overwriting "lost" artifacts.

User Experience & Workflow

The exact limitations need to be refined since there are likely some scenarios we must forbid, but generally users should be able to force an upload of an existing artifact in Pulp to the same or a different repository.

Requirements list needs to be refined between Pulp and Katello.

Business Impact

There are a number of bugs that have popped up that this would help with, like SAT-27111. There are likely more open ones out there.
