Hello, this is a request for the Satellite team to prepend an epoch of 0: to package names when performing a Satellite inventory upload to Insights Inventory and provide an estimated target for completion. Thank you.

Description of problem:
System is reporting to Insights using both insights-client and Satellite Yupana reporters and these 2 reporters are reporting data inconsistently.
Due to which CVE counts in Vulnerability is also inconsistent. It is likely to also affect Patch service
The CVE count for systems are not consistent and the number/count changes for the CVE. Customer has not performed yum update or rebooted the system. Below is an example of the same

Here the numbers of reported CVEs is switching between 15 to 226 in the last couple of days.
And it again changed to 227 and after running insights-client manually, the CVE count changed to 16.
