Description of problem:
katello-host-tools-tracer currently identifies an update of auditd as requiring a service restart. By design, manual restarts of auditd are not permitted, requiring a reboot in most cases.
Running resolve traces job produces the following output:
Failed to restart auditd.service: Operation refused, unit auditd.service may be requested by dependency only (it is configured to refuse manual start/stop).
See system logs and 'systemctl status auditd.service' for details.
Updating Subscription Management repositories.
This system has release set to 9 and it receives updates only for this release.

Steps to Reproduce:
1. Install a katello-host-tools-tracer on satellite client system
2. patch auditd
3. run resolve traces job
Actual behavior:

Expected behavior:
[Describe what should be happening instead]
trace should indicate a reboot is required to resolve.
running a resolve traces job should warn the administrator and reboot the host
