Description of problem:

"Add subscriptions" not showing all subscriptions on a new Satellite. It gives me only the amount configured in "entries per page". Pagination is not working and showing only 1 page available. Could be related to having a lot of subs in the account (red hat support)

How reproducible:

100%. Redeployed Satellite 6.16.0.1 from scratch on another server and got the same behavior. 

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Install new Satellite

2. Create and add manifest. SCA enabled. You need to have more than 20 different subscriptions. 

3. Go to "Content" -> "Subscriptions" -> "Add subscriptions". You should be seeing only 20.

Expected behavior:

Pagination is working.
