Due to network performance issues, we recently had to move `telegraf-osp` from OCP project to a standalone container running on infra-podman-ipv4.

The container is running there, but we are missing the CasC for it.

Preferred option would be to keep it inside telemetry repo and deploy it to AAP using a CI/CD pipeline (with relevant broker config).

The trigger should be any time the telegraf container definition or config changes or any time the infra-podman isntance is reprovisioned.
