Description of problem:

Error InvalidParameterValue when trying to provision a server on AWS via Satellite 6.16

How reproducible:

100% in the customer environment. The same workflow/conf/template was working fine on Satellite 6.15

Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Setup Satellite 6.15 + AWS, and try it (it will work)

2. Upgrade to Satellite 6.16

3.

Actual behavior:
Not working properly after the upgrade

Expected behavior:
Keep working after the upgrade
