"Validation failed: Subscription can't be blank" when importing a manifest which has only future-dated subscriptions

      Description of problem:

      When importing a manifest with a future-dated Employee SKU (start date > today) and no other subscriptions, manifest import fails with "Validation failed: Subscription can't be blank."

      If a non-future-dated subscription is added to the manifest, the manifest imports, but the future-dated subscription does not show on Satellite.

      100% 

      Is this issue a regression from an earlier version:

      Steps to Reproduce:

      1. Obtain a manifest with a future-dated subscription and no other subscriptions

      2. Import into a new organization

      Actual behavior:

      manifest import fails with "Validation failed: Subscription can't be blank."

      If a non-future-dated subscription is added to the manifest, the manifest imports, but the future-dated subscription does not show on Satellite.

      Expected behavior:
      manifest import succeeds with no errors
