Description of problem:

When installing Satellite 6.16@rhel9.z with fapolicyd, the load average will bump and the machine will freeze

100%

Steps to Reproduce:

Follow the steps in the official guide

1. Enable the fapolicyd

2. Install Satellite package and run the installer

Actual behavior:
The load will bump and the machine will freeze

Expected behavior:
Installer move on with no issues.
