Description of problem:

Until Satellite 6.14 (pulp-rpm-3.19), pulp generated config.repo for all repositories.

In pulp-rpm-3.23 a change was introduced and this became configurable, with a default to false [1]. Therefore,  on Satellite 6.15 the config.repo generation is disabled for all, since there's no configuration option for it.

This options is to be defined at the creation of distributions[2].

Is this issue a regression from an earlier version:

yes

Steps to Reproduce:

1. Sync any repository (use a kickstart or a custom one, to be easy to verify)

2. Access the published URL and noticed that no config.repo is present, when doing it on 6.15. Repeat the same steps on a 6.14 and you'll see the file there.

Actual behavior:
config.repo is not generated anymore

Expected behavior:
config.repo should be generated or at least there should be a way to enable its generation.
