Description of problem:

Searching for tasks that start after hh:mm requires searching for tasks that start after (hh-1):mm.

Steps to Reproduce:

1. Ensure that there are tasks that have started after hh:mm

2. Search for "started_at > hh:mm"

Actual behavior:
Only tasks that started after (hh+1):mm are listed.

Expected behavior:
Tasks that started after hh:mm are listed as well.

This is a major inconvenience for users of large and busy Satellite environments.
