Description of problem:
It is observed that ISS documentation is split in 2 parts

• Managing Content guide
• Installing Satellite in Disconnected mode

Customers find it confusing and its difficult to understand. Also, we should include detailed steps for ISS Network sync with screenshots like Mathew Yee described in the blog post: https://www.redhat.com/en/blog/inter-satellite-sync-network-and-export-sync

Expected behavior:
1. We should keep all the ISS sync documentation in a single place which will cover ISS Export - Import method and ISS Network Sync method. I feel Managing Content Guide is the best place to provide the details.
2. Steps mentioned in the ISS Network Sync documentation are not very clear. We should callout steps to be followed on the Upstream and Downstream satellite servers separately. Like the blog post: https://www.redhat.com/en/blog/inter-satellite-sync-network-and-export-sync

Need to update and fix the documentation for ISS sync to improve the user experience.
