Description of problem:
Disconnected upgrade fails to switch postgresql module

Is this issue a regression from an earlier version:

Steps to Reproduce:
1. Have a machine with Satellite 6.15
2. Prepare disconnected ISOs of RHEL8 and Satellite, mount them and configure (/etc/yum.repos.d/)
3. Perform upgrade
satellite-maintain upgrade check --whitelist="repositories-validate,repositories-setup"
satellite-maintain upgrade check --whitelist="repositories-validate,repositories-setup"
satellite-maintain upgrade run --whitelist="repositories-validate,repositories-setup"
Actual behavior:
