Description of problem:
With Satellite 6.16 we are upgrading the PostgreSQL version to v13 which is based on RHEL 8 and RHEL 9. The chapter "2.6. Upgrading the external database " [1] still talks about the RHEL 7 to RHEL 8 upgrade and does not clarify the requirement of having an external PostgreSQL version upgrade to v13.
